LEADERSHIP
Shaun A. Smith, P.E., LEED AP – President. Mr. Smith is a Civil Engineer with over 18 years of design and project management experience in northern Nevada. His background and previous work experience include civil engineering design, project management and business development. Shaun brings a wealth of design knowledge in working with both public and private sector clients.
Mr. Smith is a licensed professional engineer in Nevada and California and in 2007 he was recognized as the American Society of Civil Engineers, Truckee Meadows Branch, Young Engineer of the Year. Shaun is an active member of the American Society of Civil Engineers (ASCE), American Public Works Association (APWA) and the Associated General Contractors of America (AGC).
As President, it is his responsibility to assure that projects are completed on time, within budget, and to the highest quality and accuracy standards.
Remo U. Osmetti – CEO/Secretary-Treasurer. Mr. Osmetti has held this position since BEC’s inception in 1997 and is in charge of all financial activities of the company. He prepares all detailed corporate board minutes, and directs all aspects of Accounting, including internal control, cost-accounting, payroll, accounts payable, accounts receivable, general ledger, financial statements, and personnel issues.
GEOTECHNICAL/GEOLOGICAL
Vimal P. Vimalaraj, P.E., G.E. – Engineering Division Manager. Mr. Vimalaraj is in charge of all phases of geological, geotechnical, and geochemical projects and is responsible for conducting, coordinating, and supervising geotechnical investigations for public and private sector clients. Mr. Vimalaraj maintains over 10 years of experience in geotechnical, transportation, construction, and research. Mr. Vimalaraj has extensive knowledge in current American Association of State Highway and Transportation Officials (AASHTO) and Federal Highway Administration (FHWA) geotechnical design procedures (ASD and LRFD).
As the Engineering Division Manager, Mr. Vimalaraj’s coordinates and executes field exploration programs of future land development projects, and prepares geotechnical reports used for bidding and construction; he also performs geotechnical engineering analyses that include slope stability analysis, settlement analysis, liquefaction analysis, deep foundation axial and lateral load analysis, dynamic foundation analysis, bearing capacity calculations, pavement structural section calculations, and lateral earth pressure estimates.
Mr. Vimalaraj is licensed as a Professional Engineer in Nevada, California, and Utah, and as a Geotechnical Engineer in California.
Dal Hunter, Ph.D., P.E., R.G., C.E.G. – Senior Consultant. Dr. Hunter is a Senior Consultant at BEC and is very familiar with design specifications and state and federal requirements. He serves as project manager for the major developers of Northwestern Nevada and Eastern California, providing project geotechnical analysis, engineering geochemistry, and report preparation. Dr. Hunter is licensed as a Geological Engineer in Nevada and as a Registered Geologist and Certified Engineering Geologist in California.
CONSTRUCTION TESTING AND INSPECTION
David Russell – Project Manager – Vertical Construction. Mr. Russell maintains over 23 years of construction inspection experience involving all construction materials including, but not limited to, soils, concrete, asphalt, masonry, welding, and steel. Mr. Russell is responsible for supervising multiple construction inspection projects as well as construction inspection personnel. Mr. Russell is also responsible for coordinating and supervising Black Eagle Consulting, Inc.’s special inspection division. He possesses all major International Code Council Special Inspector certifications, including ultrasonic tester.
Shane Cocking, P.E. – Project Manager – Transportation. Mr. Cocking is a Civil Engineer with over 25 years of design and project management experience in Nevada. As a former Resident Engineer for the Nevada Department of Transportation (NDOT), Mr. Cocking’s background and previous work experience included civil engineering design, predesign engineering constructability expertise and project management. Mr. Cocking has managed multiple NDOT construction projects, as well as supervising up to 30 professional and technical employees.
Damon Mazy – Project Manager – EOR, Site Improvements. Mr. Mazy provides QC project management for all types of construction including mass grading, trenching, streets, utilities, and building structures. He possesses over 24 years of inspection, materials testing, and construction experience. Mr. Mazy is responsible for supervising inspection and materials testing on public infrastructure projects and EOR projects. Mr. mazy has over 15 years of local (COR) EOR experience.
NON-DESTRUCTIVE EXAMINATIONS
Russell Bliss – NDE Project Manager. Mr. Bliss possesses many years of experience in the field of non-destructive examination (NDE) of structural steel and welding and has provided such services on nuclear power plant projects, ski lift equipment, pipelines, water storage tanks, power generating facilities, mining facilities, and bridges. He is responsible for all non-destructive examination services provided by Black Eagle Consulting, Inc.
LABORATORY AND MATERIALS TESTING
Lindsey Owens – Laboratory Manager. Ms. Owens is responsible for coordination, data review, and report generation of the laboratory materials testing, as well as training of all laboratory personnel.
As the Laboratory Manager, Ms. Owens maintains laboratory accreditations with the Nevada Department of Transportation (NDOT), California Department of Transportation (CalTrans), AASHTO Materials Reference Laboratory (AMRL), and the Cement and Concrete Reference Laboratory (CCRL).
